The scheduling of bills in the Senate is left up to the Senate majority leader.
The House of Representatives initiates bills for raising revenue and all impeachment proceedings. The Senate is not permitted to do either. In the matter of revenue bills, it may make changes in bills raised and passed in the House and send them back to the House for re-consideration, but these changes are more like suggestions. The Senate may not initiate impeachment proceedings, but it serves as the jury for the trial of the person who has been impeached.

Bills in the senate can only be introduced by Senators. Bills in the House of Representatives can only be introduced by representatives. No-one else can introduce bills in either house.

The House Rules Committee determines a resolution to allow the consideration of a legislative measure. When new bills are presented, The Committee on Rules decide serious consideration will be immediate and, unlike the Senate, there is a limited duration for discussion.
The Senate has the power to start tax bills.
The Senate cannot introduce bills for raising revenue. Article 1, Section 7 of the US Constitution states that All bills for raising revenue shall originate in the House of representatives; but the Senate may propose or concur with Amendments as on other bills
Both the house and the senate have commitees. The bills are separated into categories and sent to different commitees. If they are passed within the committee then it is brought before the senate.
