I disagree with the above as it is only a minority for whom this is true - other answers include:
They lack the skills necessary for employment as industries change (e.g. mining)
There is insufficient employment in a particular area
They lack the resilience and support to keep trying after multiple knockbacks
They have mental or physical disabilities that prevent them from working
They care for others thereby adding to the economy but in a way that is unpaid
It is mainly recession.
