No, it's a scam. An "advance fee" or "419" scam.
They inform someone they've won the lottery, and enclose a fake check to cover "fees". Then they ask you to send in money for those fees, which the check they sent is supposed to cover.
Then, though it's hard to believe, some people send in their own money, confident that when the check they got clears they'll be reimbursed. Then the bank declines the check, they're out the money they sent, and learn that there never was a lottery.
