The fuel filter is located on the left (drivers)frame rail, just ahead of the fuel tank, almost directly below where the driver sits. The fittings can be difficult to remove, and benefit from a dose or two of a good penetrating fluid, such as P.B. Blaster or WD-40. Also give the fuel line a coating, as well as the filter mount. I squeeze the fittings gently on all six sides (three positions) with vice grips before trying to remove the lines. Flare or line wrenches are helpful, although I usually end up using the vice grips due to corrosion. Carefully work the fittings/filter back and forth generously applying penetrating fluid if things are rusty/stuck. Waiting a few minutes for the fluid to work helps as well. The later steps may not be needed if you aren't in the rust belt. I wanted to add, use a wrench or plier on the filter as well as the fitting on the line. Do not use only one wrench or plier, using the remainder of the system as a back up. You could twist or damage something on down the line.
