Latitude and longitude are expressed in terms of angle measure.

They are measurements, referring to the angle of any point on earth, [east or west] of the Prime Meridian,
and [north or south] of the equator.

They're not divided into anything.

The lines you see on a map or globe are not the only ones that exist, only a few shown for convenience.
Similarly, the lines on a ruler or measuring tape are obviously not the only possible measurements.
