The Job Request Link is sent out when you are doing jobs. Once in a while it will appear below the "Do Job Again" button that says "Ask Mafia To Help You On A Job". Click that button and a sub window will pop up with the Publish and Skip button below. Click the Publish button and then it'll appear on your friends' wall.
