At the age of 14 you are considered to be mature enough to look after the welfare of other children. As long as you know how to take care of an infant properly such as feeding and changing them, then it is a good age to take care of a 9 month old.

Well, yes. They are five years apart and just so long as the 13-year-old is responsible, there's no reason they can't babysit an 8-year-old. It does depend on the parents, the kid, and the babysitter though. Each case is different. There is no way that makes sense!
