If your question is why do they do this, then it is to increase the rate of photosynthesis. The advantage of doing this is that by increasing the carbon dioxide concentration, you increase the rate of photosynthesis, thus increasing the quality of the plants and allowing the market gardeners to profit more upon the selling of these plants (this is an advantage for the gardeners as opposed to anyone else). Advantages for the buyers of said plant could be that the plants grown in these high carbon dioxide concentrated environments are somehow more healthy or have better effects on the human body upon consumption.

How does carbon trading work?
Carbon trading is part of a carbon pricing mechanism to reduce greenhouse gas emissions by industry. If another business wants to expand and exceed the limit imposed by its own quota, it can buy permits from another business. Thus, there is an incentive for a business to reduce its emissions so that it can sell its permits at a profit, and so that it does not have to pay an increasingly high price for permits on the secondary market. By this means, the government can control, then reduce, the total greenhouse gases produced in the state or nation. It can gradually reduce this limit in line with the long-term national target.
