It depends, if it happens often, no. This is normally an infection, and should be taken to a veterinary clinic. It is then, normally, treated with eye drops. If it happens only once or twice, then it may just be a one-off, and may be for different reasons. It is not normal, however. The simple answer, therefore, is no.
