All you need is to recharge the system with freon .
The Villager PCM is located far under the dash, near the firewall. It requires a fair amount of disassembly to reach it, so I'd suggest actually making sure there is something wrong with it before attempting it.
If it is making a rapid clicking as compared to the slower intermittent clicking. One of your turn signal bulbs need to be replaced, normally it will only do this when the bulb is not working at all.

If the Chrysler is only making a clicking noise and will not start, check the starter. Also check the alternator, and the battery. The starter solenoid is more than likely the reason the car is clicking and not starting.
A bad resistor can cause your BCM to make a clicking sound. The clicking noise can be caused by the relays and replacing the BCM will fix the problem.

It is a safety feature. It keeps other objects/metals from making contact with a positive current. It may also protect against corrosion. It is not vital to the operation though, so you can do without it.
It is out of balance..Replace IT!
