As far as US Army MOS's a 16A designation does not exist. MOS's with a 15 designation is Aviation, and 18 is Special Forces. Neither 16 nor 17 are currently used.
The MOS 18B is a Special Forces Weapons Sergeant.
"EL Tango" or LT or Lima Tango (phonetically) is a level or system designation. I have no idea what the "sci" indicates. Militarily speaking, I would expect the nomenclature to read 16ALTsci18B. Without further context than a vague reference to MOS, I doubt this can be answered further.
For instance: A clear MOS nomenclature will read two numbers digits, a letter, two number digits, a letter and a number--at most. The MOS 15E10Y1 indicates a Pershing Missle enlisted crewman of E4 or lower rank that is certified on the Perhing II Missile System. (Although the weapon system Pershing has been decommissioned since the '90's).

In the event the MOS is designated a nine or less, it will be indicated prefaced by a zero, as 00 (Duties Unassigned) or 02 (Combat Arms). There is also no designation for an MOS of 10.
