If the Neutral Light flashes fast (2 times per second) then the transmission is overheating, maybe you were driving fast or you just changed the Tranny fluid with a cheap brand, you will need to park it for 10 minutes to cool it off, then start it and go. How do you determine what? If you are asking how do you measure the voltage between Hot and Neutral, I suggest a voltmeter. If you are asking how do you differentiate between Hot and Neutral in home wiring, the Hot is Black and Neutral is White.
Between Neutral and Ground should be zero volts. Between Neutral and Hot should be 110 to 120 V in the USA, within the European Union it should be 230 V ± 6%.
