I don't think they can
If you got an e-mail from "Mr Peter Brown" of Barclay's Bank, offering you millions of dollars/pounds/euros if you act as agent for a transfer of funds from an abandoned account of a deceased client, you can be absolutely 100% certain it is fake.
If your bank allows you to transfer money, then you can transfer money. If they're closed (and most banks are closed on Memorial Day), then it's going to be difficult, but you may be able to do it at an ATM or online. It's not clear what you mean by "if you share the same bank account". Transferring money from one account to the same account is kind of a null operation.
If you are in the US you don't need to write a letter. Go to the new bank, open an account, and transfer the funds from your old account into the new one. Then, go to the old bank and officially close the account.
