My 15 year old son is always walking around house in boxers.he hasn't hit puberty yet and often has his hand down his boxers and nearly always has boners apart from when he goes out. what should i do?

Tell him to tense his leg muscles when he gets a boner, The blood rushes to the tensed legs and within about a minute of that the penis should revert to it's flaccid state.
Or, If there is a chance that he may have hit puberty, encourage masturbation. Lack of masturbation can often cause unwanted erections.
