That is correct. On 1987 and later 900s the dashboard lights come on whenever the ignition is switched to ON.
What year and model? Under what conditions? The dash lights are designed to stay on in certain models. Saab 900s from about 1987 on will have dash lights come on any time the ignition switch is in the ON position, whether or not the headlight switch is turned to ON.
They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.
There could be a bad relay switch. The fuse that goes to these particular lights may also need replaced as well.
Because back then some states required "daylight driving lights"...low intensity headlights all the time to increase visibility (so others would see you more easily.) This can be reprogrammed so the lights are NOT always dimly lit...but it takes a SAAB dealer to do it. I had taken my SAAB in to have some minor programming changes and had them deactivate the "daylight driving lights" feature at the same time. I think the dealer charged me $50 for each feature I had them reprogram...guess you can get away with this when there aren't any alternatives to changing programming, as the interface to do so is not available.
need more info, engine-details- have you checked vacuum with gauge? etc.
Check for a loose ground wire - sounds like lights are backfeeding searching for ground

Just to the right of your headlight switch is a dimmer wheel for your gauge lighting If the dimmer wheel has been rotated all the way up , your interior courtesy lights will stay on ( even with your doors closed ) If your interior lights are on with a door ajar indicator light on in your gauge cluster , either a door ,your liftgate , or your liftgate glass is not closed or you have a sticking door ajar switch (Helpfull)
To the right of the headlight switch is a gauge light dimmer wheel , if that has been rotated all the way up , your courtesy lights will stay on with the doors closed. If you also have a door ajar light lit up in your gauge cluster , then you may have a sticking door ajar switch , or something isn't closed properly
Replace your engine and transmission grounds.
