Because back then some states required "daylight driving lights"...low intensity headlights all the time to increase visibility (so others would see you more easily.)

This can be reprogrammed so the lights are NOT always dimly lit...but it takes a Saab dealer to do it. I had taken my SAAB in to have some minor programming changes and had them deactivate the "daylight driving lights" feature at the same time.

I think the dealer charged me $50 for each feature I had them reprogram...guess you can get away with this when there aren't any alternatives to changing programming, as the interface to do so is not available.
