My 1991 Oldsmobile Cutlass Supreme's horn would sound with no one in car I had to take the fuse out to keep if from blowing How can I fix it?

I had a similar problem, take the (2)7mm bolts out of the back of the steering wheel, and look at the contacts, you may need a little electrical tape, but cover the ones that the red wire connects to. then reassemble and try to see if that helps. it is a trial and error method and not the textbook way of solving it, but it worked for me. This is assuming that the problem is in the contacts in the steering wheel and not a loose ground somewhere.
