I have a 1999 Accord LX coupe and the EXACT same thing happens to me - and usually it happens in the most inconvenient times. I'm guessing maybe the actual AC dash unit needs to be replaced. But I'm beginning to wonder if this is a common problem.
Sounds like it could be low voltage Battery charged? Alternator working?
It starts at 23,000
In hot weather my Honda Accord 2000 starts but idles rough and dies.
If the injectors on a 1991 Honda Accord are working well than proceed to check the main relay and fuel filter. Replace the components if they are worn and check the engine with a diagnostic test.
A bad relay switch could be the culprit if dash lights remain on after engine starts in a Toyota. Cold weather can also cause these lights to stay on after the engine starts.

Remove the radio and see if everything is normal. If yes put another one (known to be working well) in and see if the car starts. If yes then the older radio is faulty. If not then get the electrical system (including battery alternator) thoroughly checked.
Turn the ignition switch clockwise until it starts, then release.
Starts the engine. Turns on lights and radio.
Starts the engine. Turns on lights and radio.
