First, be sure you've got the right part specified. I know a lot of people who frequently mistake the purge valve for the air governor. In either case, replace it... the air governor is a $20 part. If that doesn't do it, check for leaks from the valves in the firewall, because a faulty MV3 valve is a definite possibility.
The heater is leaking coolant.
bad hose, radiator leak, leaking into engine.
Perhaps water pump is leaking?
If you are referring to Bob Taft, he was the governor of Ohio from 1999-2007.
Heater core leaking? Windshield seal leaking? Door seal leaking? Evaporator drain plugged?

It has no governor. Speed is controlled by the ECU.
It is possible that your radiator is partially plugged or the heater core is leaking coolant or the thermostat is the wrong temperature. Sorry for so many scenarios, but I have seen all of these.
