If you don't have the manual (which will have the code in the section for the stereo) call the Delaership with the car's VIN and they can look up the safe code

On a 99 there is a cover located on the left side of the trunk. Pull out the 3 ince plastic plug and turn the "T" handle valve CCW.

the code could be inthe spare tire compartment on a white sticker that also has the vheical vin number on it.
The OBDII port is located to the left of the steering column up up in the kick panel (right above your left leg). It's not the easiest to see but if you can under there with a flashlight and look straight up you should be able to find it.
