the ac removes hot air from cab of vehicle at the bottom of passenger feet. make sure nothing is blocking it like a plastic bag. that happened to me. a Walmart bag was sucked up and i never saw it. another might be these flaps that open and close when changed from heater to ac. maybe the flap is not opening and closing correctly. hope one of these can help you.
Coolant level is probably low, Have it checked for an antifreeze leak.
There is a short somewhere. Probably the condenser fan motor or the compressor. Time to have it checked out by a competent, trusted techenician.
Was the voltage to the compressor clutch checked? Not knowing how thorough the under-hood check was, it sounds as if the compressor is not engaging. The causes for that are varied, but it is an electronically controlled event.
If cool air is blowing but doesn't seem to be very much, and the house feels damp and muggy, it is probably because the outdoor A/C unit is not functioning properly. The compressor should be checked.
If the heater is blowing the fuse when the blower is turned on, I would suspect the blower motor is defective or locked up. If the A/C is blowing a fuse, suspect a bad clutch, or locked up compressor.
The first thing to check is that the outside unit is running. That the compressor and the Fan is running. If they are running, then have the Freon pressure in the system checked. You may be low on coolant.

It might be that the A/C compressor isn't engaging when it is turned on? While the engine is running and while looking into the engine compartment at the compressor, have someone turn the A/C to the 'on' position and watch to see if the compressor actually engages or not. You ought to actually be able to hear an audible 'click,' and there will be a slight but noticeable change in the engine speed when it does. If not, then you might have a blown fuse or electric relay, or even a loose wire connection. It's also possible the that compressor may have failed.

Hi have you checked the radiator for blockage if it is blowing water back out the radiator this could be the problem.
