Make sure the downshift linkage from the carburater is connected and adjusted properly. Also, some vehiles of that era had "vacuum modulators" which can go bad and cause a little trouble.
The tow/haul button on the later model GM trucks and SUV's change the shift points in the transmission. While accelerating it raises the RPM's for the shift points and it raises the line pressure in the transmission for firmer shifts. When passing it changes the throttle position for the downshift from 3/4 throttle to 1/2 throttle so the transmission downshifts sooner into the lower gear. When slowing down it downshifts sooner throughout the gears back to first so if you have to speed back up you are already in a lower gear.

Sounds like the front pump in the transmission is tired.
My Truck is doing the same thing I changed out the Pcm, transmission, shift sensors,valve body, Reprogramned the Pcm.and nothing...still does not Shift at full throttle
If the transmission is slipping (the engine revs up when it shifts), if the transmission shifts late, even under normal acceleration, or if the tansmission simply won't shift, you should get it checked. Also make sure the fluid level is adequate.
The cable that runs from the throttle body to the transmission is the detent cable. The other cable is the speedometer cable.
There is a detent cable that comes from the tranny. It connects to the bottom of the throttle linkage on the carb.
most likely your transmission is slipping and usually is the onset of your transmission going
The transmission throttle valve cable needs to be adjusted.
