This is an unfortunate situation and I realize you are worried for the well being of the child. However, if you take matters in to your own hands this will definitely cause family problems and the child will be in the middle. Also, if you call child welfare on them the child will be taken away and may not be able to return for sometime and be bounced around foster homes. Whatever you do weigh your pros and cons and of course do what is in the best interest of the child - not for personal reasons or "spite" against the parents of this child.
