take your steering wheel off (need a steering wheel puller). there should be a small screw at the end of the arm. remove this screw and replace the handle.

I have a 92 PA and have used a socket and the ratchet handle. With limited movement in this area the ratchet will allow you to get more movement of the pulley to get the belt off. Just remember which way the belt was routed as it can be confusing when trying to put it back on.
Mine is located one the lower left side of the instrument panel. Right about where your left knee would be if you were sitting in the driver's seat. It is supposed to have a door on it with a handle on it that says FUSE. Pull the handle down and forward. Hope it helps.
If you have a graphical item, like a shape, you can turn it with the rotate handle to change its positioning.
It is unlikely you will be able to use your warranty to get a door handle that doesn't work. Though you should have no problem getting a door handle that does work. Call the retailer that supplied the item.
