You would need to take your parakeet to a Veterinarian to find out why. In the mean time make sure you are feeding your budgie a well balanced & healthy diet. Make sure you are feeding the standard parakeet seed (make sure the seed is fresh), plus gravel to help digest the food, parakeet treat seeds, cuttle bone hung up in the cage, fresh water daily (very important). Make sure you change the cage daily too, washing out all the cups and waterers. Brush the perches once a week to get all the fecal matter off of them. It is very important that the cage is kept clean. While the bird has diarrhea, stop feeding all greens, especially regular lettuce. Try adding some liquid vitamins to its water. After the diarrhea goes away, feed some greens (not regular lettuce - will cause diarrhea) such as spinach, alfalfa hay (the leaf part), kale, carrot tops, dandelion flowers, etc. You can use a clothes pin to hold some of the greens up off of the floor.
