Could she be depressed? Is she receiving enough attention? Is her diet adequate? Check with an avian veterinarian.

Don't worry my budgie has done this since he was young and he is 6 now. I can put a millet spray right up to his beak and he wont touch it, but if i put my finger anywhere near him he bites it. I just tie the millet to the side of the cage and he eats it then. Xo Xo
