Not sure what you mean by "not starting properly". It either starts or it doesn't. I wonder if you mean the engine does not run properly after it starts. If that's the case, do not start spending money on parts hoping to solve the problem until you know where the problem lies. You want to check the plugs, air filter, inside the distributor cap, for cleanliness. After that check the spark plug and coil wires for cracks. Lastly, check for a good spark on each plug. After the "firing system" has been eliminated as culprit, ensure there is fuel getting to the combustion chamber. Check the engine for compression. Lastly, scan the diagnostic terminal for trouble codes (could be a bad throttle position sensor or something similar)
Many things. Mine did that when my spark plugs were misfiring. Check your entire timing system starting with the spark plugs and wires. Get diagnostics done at Autozone and it will tell you immediately. i had a vacumm line off on mine
The spark plugs for any Chevy cobalt are located under the 4 wires that go into the center top of the motor, each one is evenly spread out into a line. Unplug those wires and below them are the spark plugs
You may have pulled out or ruptured a vacuum line. Also check that all spark plug wires are properly seated and correctly routed. New spark plugs do not always come pre-gapped - did you check the gap?

Disconnect the battery, remove the spark plug cables and boots, and remove the old spark plugs. Throw out the old spark plugs, Put in the new spark plugs, replace the spark plugs cables and boots, and reconnect the battery.
Remove the plastic cover plate on top of engine and you will see 4 holes in a line which is where the spark plugs are recessed into, you will need a socket set with long extension arm to reach the plugs. hope this helps. Iain.
those were probably the original spark plugs that came with the tracker when it was first off the line.....you are lucky your car is still alive.
the plugs are under the ignition coils that line the top of both cam covers(on the left and right sides of the intake) remove the plugs that are on each coil. remove the 10mm bolts that hold them in. pull the coils out and remove the plugs with a 5/8 spark plug socket on an 8" extension

Underneath the black engine cover. You will need to remove it - it has three screws. The plugs are in-line, below the cover, at the termination of the wires. They are rather deeply embedded from there.
Remove the 2 10mm bolts and 2 10mm nuts in the top cover. The plugs are in a straight line in the center of the engine. Make sure you have a deep well spark plug socket and a long extension (at least 6") to reach the plugs. They sit down inside the cylinder head.
