You need to contact your Ins.co. and give them the lic. plate (providing that the cop didn't run it at the scene of the accident and he should've!) and then get a police report, ASAP. If you had a camers, take pictures of all damages or as soon as you can and then gat an estimate. You do have a valid claim, needless to say that people run from accidents for various reasons, tickets, warrants or being drunk. In most states Hit & Run with reported injuries is a felony. On the bad site, this person might've had stolen lic. plates (it happens very often!), which will put you in a place you don't want to be, you're on your own. Good luck.
