Check that the Starter wire is in good shape. In 97 Grand Ams they were faulty and not giving enough power to the starter. If that doesn't work try the ignition switch or module. then the wiring. See if you can hear things engaging like the fuel injection. That would be a clue that it's trying to get power but something is blocking it. Then check the more expensive things like the starter (some places can test it for free), the alt, the battery. Those are too bad to replace, but why waste the money if it's in the wiring. Sometimes the battery will have enough power to work the lights but not enough to power the starter.

the bulb could be blown or a bad connection. find out if there is a current al the way to the bulb socket.
get your codes and go from there. It sounds like a crank shaft sensor.
Either the switch is bad or the relay is.
FLIP same thing happen to me today. dash lights turned off and all of a sudden the whole car, now it wont start no lights on the dash not even a crank from the engine. so depressed :(

There could be a couple of reasons why the headlights won't work when the other lights do. One reason could be a blown bulb. Another reason could be a problem in the wiring.
If none of your lights work , it could be a battery cable connection or a dead battery
Will it turn over? if yes then check for spark and fuel
Check all the related fuses both in cab and under hood.
