Okay, we need to check a few things before we jump into the control panel.
1. Are the speakers plugged into the right socket? Usually the green one is for speakers, but it wont hurt to try them all.
2. Do the speakers require power & if so are they plugged in & turned on.
To narrow down your odds, you can plug your speakers into an mp3 player, or plug headphones into your computer to verify stuff is working.
3. In volume control, is the sound muted or turned all the way down? Youd be surprised how often ive found myself troubleshooting speakers or drivers when it was just muted somewhere...
4. If you have no volume control icon in the system tray, this could be a sign that your soundcard drivers are missing, see the related question "How do you get sound drivers?"

Some speaker systems come with a power supply unit that plugs into a normal outlet. With those, there is a switch on one of the speakers along with a volume control. Also, check your "volume control" settings under "accessories" to make sure the speakers aren't "muted" in that control panel. Check both speakers to be sure that there are batteries where there need to be. Then, unplug the speakers, checking to be sure that you are plugging them into the right spots. Finally, see if the on switch is on.
Generally speakers are plug-and-play. If you have tried that and it didn't work go to your control panel to 'Sounds and Audio Devices' to 'Speaker settings' then 'Advanced' and change the scroll bar to 'Headphones'

Sound is processed in the sound card of the computer. It then sends signals to the speakers. The speakers vibrate and make the actual sounds that you hear.

The card needs to be configured, or re-configured to play through more then 2 speakers. This can be changed in "Audio/Speakers/Sound" in the control panel.
If the sound on a computer doesn't work correctly, it is wise to check the cords and make sure everything is plugged in. If that does not work, be sure the volume is turned up on the actual computer. If all else fails, consider investing in a new sound card.
It depends on whether you are using a Mac or PC. On your PC all you need to do is go into the control panel and then under the sounds option. Make sure that your speakers are turned on and plugged in first.
Upgrading your computer speakers will also a greater range of sound to be broadcast, so in most cases, new speakers would give you an increase in sound quality.
