32 Months? That is quite a long time. From my own experience, I would predict that the process would take less time than that since she is young and still growing! From a general ortho stand point, it sounds reasonable, depending on your daughter's particular orthodontic issues. Without seeing the case, however, it is impossible to pass judgment on your orthodontist's treatment plan.
Your best course of action would be to seek a second opinion from another qualified, board certified orthodontist. He/she can either concur or not on the first treatment plan. It may cost a little, but knowing you are acting in your daughter's best interests makes it worthwhile.

The first couple days her cheeks may be a little sore from the new appliance- her mouth will soon adapt to its new features. It may cause discomfort sometimes (when it's pushing her jaw forward- doing its job), but give her the normal pain reliever you'd give her for a headache, toothache, etc. Hope this helps! =D

If this is the case and you feel as though you are not being given reasonable access to her, again you should talk to a lawyer who would petition the court to hold your daughter's other parent in contempt of court for failing to obey the court order and issue another order mandating that the other parent comply or face civil and/or criminal penalties. If you're worried about costs, it may be possible in your jurisdiction to sue the other parent for your attorney fees and court costs along with the petition for contempt and enforcement of the order.
