My dog has bad teeth when he yawns or licks me or plays or hangs his tongue out his breath stinks he hates and wont chew rawhides OR ice and i don't have money for a vet what do i do please help?

I use a VERY small amount of toothpaste and put it on the roof of his mouth. That wont help if he has plaque or tartar but it will help his breath
