My exhusband wants to be sealed to his current wife and has asked me to write a letter to President Thomas S. Monson of The Church of Jesus Christ of Latter Day Saints telling them of my feelings. Why?

While I do not know the full details about the process I do know that for him to be sealed to his current spouse, even if you have already had a temple divorce, you will need to give your approval for him to be sealed to someone else.

My parents were divorced and had their sealing annulled and then when my Dad went to get sealed to his current wife she got a letter from the first presidency asking her if she would give her approval for him to be sealed.

Second answer: The dissolution of a temple sealing is handled apart from any legal procedings. Thus a couple may be legally divorced, but still considered "sealed" together by the Church until the sealing is dissolved by the First Presidency. To that end, both former spouses are asked to provide a letter to the First Presidency outlining the circumstances that led to the divorce and the reasons why both spouses agree to the dissolution. The respective bishops of each former spouse also write a letter to accompany these letters, all of which are reviewed by the First Presidency. A final determination is made, and a letter sent to the parties involved indicating whether the church considers their sealing to be void. This must be done before either former spouse can consider being sealed to their new husband or wife. The letter from the First Presidency is taken to the temple at the time of the new sealing.
