Being that her father has the ability to limit your communication my guess is you will not be marrying soon so the engagement isn't a big deal. Unfortunately, first impressions are important.
If you and she are under the age of 18, legally there is nothing you can do and you can't get married until she is 18.
i forgot to mention he's her stepdad, and he's the only one with a problem over there...
