Possible that both dip beam bulbs have blown
The switch is broken. You need to replace it.
Headlights that serve as a high and low beam have two different filiments in them. The low beam filiment is most likely burnt out. Time to replace it.

there are two diff types of bulbs. High beam and low beam bulbs. If your low beam doesn't work then you need to replace those lights because they are probably blown.

A possible reason that only one high-beam will work is that the malfunctioning bulb is burnt out.
you will need to get the wiring diagram and follow the schematics,but I believe the high beams generate their power from the mult-function switch
Usually it will be either the dimmer switch or a connecter if the low beam works and highs don't.
NO. the 99, 00, and 01 lhs have 3 bulbs in the headlight, a blinker, high beam and low beam. The Concorde 02,03, & 04 will interchange/work. The 2000 Concorde has only 2 bulbs (high and low beam)...
It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
if you've tried hitting the high/low beam switch & headlights are out on both, then a bad headlight switch or headlight switch plug or high/low beam switch plug not fully engaged.
