Shadow saves her life numerous times, but he doesn't feel the same way rouge does. His best friend, it seems, appears to be blaze the cat who has saved his life more than once, and who has been a loyal companion throughout the sonic games. Until later on, we won't know.

Let's just say Shadow was traumatised for a while, he tried to avenge her in SA2 only to realise she didn't want earth to be destroyed but to be saved, in Shadow the hedgehog he seems to have anger towards how she died, and alot of sadness also. But hey it was his best friend cant blame him.
