The marriage license is the paperwork that you get before you decide to get married. The null and void part applies to you actually having to get married and the pastor signing it and registering it with the state within 90 days. If you had a wedding within 90 days of getting the license, both of you signed it, the officiant signed it, the witnessess signed it, and the officiant mailed it in where it was supposed to go, YOU"RE MARRIED! If you applied for the license but then never actually went through with it (no officiant, no mailing etc) you are still single.

Which document certifies a legal marriage the marriage license or the marriage certificate?

AnswerThe license allows the couple to get married. The marriage certificate signed by a minister, judge, priest, or person endowed with the legal powers to perform marriages indicates that a legal marriage has taken place and is the one used for public record. so let the same sex people get married, because it's within their legal right.

Can you just go to New Hampshire and get married in a gay relationship or do you need something else other than a marriage license when moving from another state?

Gay people may marry in any state that recognizes same sex marriage and that does not have a residency requirement for marriage, and no other documentation is needed. However, your home state may not recognize your marriage (but the Federal government will). It should be noted that in the United States many people are under the impression that proof of your marriage is your marriage "license". That is incorrect. A marriage license is signed and returned to the issuing civil authority by the officiant who performs the ceremony. That is how the marriage becomes registered. Proof of marriage is a marriage certificate or certificate of marriage that can be obtained from the town or county clerk where the marriage license was issued and returned.See related question link.
