No you need to get that fixed as soon as possible or you will continue to have high water bills.
replace the heater temperature switch
if you are talking about a radiator then yes it is supposed to stay on.
Heater blower motor running continuously. Check the heater resistor pack.

Start out by checking for a vacuum leak both inside and outside for the a/c and heater.........
Isn't a heater supposed to blow warm air?
Try checking the fuses.
The warmed water next to the heater becomes hotter when the heater is switched on.
Start out by checking that the blower has both power and ground and if so then next check the a/c - heater controller...........
You need to start out by checking the a/c-heater controller and the a/c-heater doors behind the dash for proper operation..............
Those are two seperate circuits. Start with checking the fuses. There is a fuse for the radio and a fuse for the heater blower motor.
I'm going to go way out on a limb here and guess "heating something". What exactly it's supposed to heat depends on what kind of heater it is.
