No empire established democracy. The first instance of democracy was in the city-state of ancient Athens, which was a republic. Since democracy means rule by the people, the terms democracy and empire are a dichotomy.

Israel doesn't have an empire. It is a parliamentary Republic with representational democracy.
The Roman Empire was not a democracy, there were no votes and no voted elected officials. It was however designed as a Republic which had appointed representation, Senators.

Democracy in the Greek world was short lived - Alexander himself was running an empire with no democracy, and his successors set themselves up as kings. No room for democracy there.
