The Roman Empire was not a democracy, there were no votes and no voted elected officials. It was however designed as a Republic which had appointed representation, Senators.

Bills were voted by the popular assemblies: the Assembly of the Soldiers, the Assembly of the Tribes (voting districts) and the Plebeian Council. The Assembly of the Soldiers also elected the senior officers of state (the consuls, the praetors and the censors) and the Assembly of the Soldiers elected the junior ones (the aediles and the quaestors)

Limited democracy is the most popular form of government in the world. Eventually, the Roman Republic turned into the Roman Empire, where there was an emperor and authoritarian government. Democracy did not appear until the Age of Enlightenment, where political philosophers created new forms of government, most reflecting limited democracy. The first country to become a limited democracy as a whole was Great Britain. Great Britain had transformed from a monarchy into a limited, or constitutional, monarchy, in which it had added a parliament. The first country to become a republic, taking ideas from the Romans and setting the stage for what would become the world's most popular system of government, was the United States.
The Republic was a type of democracy (before the empire) and not very successful. The Pax Roman was a time of peace for the Roman empire because of good trade.
