You CAN NOT give an officer a ticket, but what you can do is write down the car number and the date and time you obsevered it. Then you can go to the police Staion and ask the dispatcher/receptionist what the officer's name is and file a complaint.
In most cases the courts do not care who pays the ticket. And if the ticket vehicle has their name on the registration, they have an obligation to see that it is resolved.
IF a warrant was issued for your FTA - and IF it is in the system - and IF they run your name as a routine check on visitors - and IF they find it - they quite probably will turn you over to the police. You make the choice. If it were me, I'd just go ahead and pay the ticket.
