Salt Lake City was started by a group of several thousand Mormon Pioneers. The man who directed much of the city planning was Brigham Young, the president of the Church of Jesus Christ of Latter Day Saints (commonly called the "Mormon" Church) at the time.
Shortly after Joseph Smith was killed, there was some confusion within the Church about who should be the next leader of the Church. The majority followed Brigham Young, the senior Apostle. Brigham Young lead this group to Utah and organized them well so that they were in a position to thrive in the harsh desert. However, those who stayed behind broke into several smaller groups. To this day, those belonging to those groups believe that Brigham Young lead all those people astray and nearly destroyed the Mormonism movement.
