This is an opinion type question. The 'best army" in Europe before WW1 could be determined by looking at the performance of the army in the First World War.
Overall the German Army performed better during the war (from top to bottom). So I would say the German Army was the best before WW1.

The Brits were the best trained bunch in Europe since they were being trained by the best of the best, Canadian Corps, Germany had man power stupidity and weapons, They never learned how to use there brain like The Canadians and/or Brits

Pershing lead the American Expeditionary Forces (Army) into what little combat the US was involved in, in Europe.
Turkey was a player in the affairs of Europe for many years. In the 17th Century, the Turks were the only power related to Europe that had a standing army. The European nations raised armies when needed. They did not have a "regular" armed force for the most part.
