The PCM on a 2003 Neon is between the radiator and the transmission under the hood.

Powertrain Control Module
If the Neon's are both the same year and have the same engine type then the PCM should swap out ok. If the engines are different then the PCM may not work properly.
You could take the old PCM with you to the salvage yard. There is a sticker with a part number on the bottom or side of the PCM. You will need to remove the PCM to see it.
The pcm is located on the drivers side of car, by the radiator.
No, the years have to match.
Fuses, broken wire, failed PCM, failed gauge.
PCM internal failure.PCM internal failure.
Return to shop that changed the pcm, sounds like they may have created the problem. Was the pcm a reman or new part? Possibly new pcm is defective or there is a wire worn threw and intermittenly grounding itself. Obviously check all he connections, make sure they are tight. Possible a wire got disloged or not connected properly when pcm was exchanged. good luck
The pcm has an internal failure. You need to replace the pcm.
There's only one way. Put a known good PCM in and see if it works better.
