I'm guessing you're talking about an apartment building. There's really no way you can stop them because they'll find ways through vents, walls, anything really. The only thing you can do is ask your super to get your neighbor's apartment sprayed by professionals.
Most of the time, the super will lie to you and say they will but they won't because of the waste of time/money when technically nothing is broken.
If you're going to live there for a while, take a few precautions to protect yourself:
1. Ask your neighbor and make a record of asking them to clean up their place
2. Tell you super about the problem
3. Check back with the super to see what he's done
4. Tape evidence of the roaches coming into your place from your neighbors
I say take these precautions because you need to protect yourself legally. Make sure you have evidence of you trying in many ways to solve the problem peacefully and nicely. If it comes down to reporting someone to some kind of "better living bureau", you can show you did everything in your power to solve it before it got to that point.
