Neptune was the last planet to be visited by the space probe called Voyager II. It was launched by NASA and the probed flew past the planet in 1989.
That was the New Horizons space probe in 2007.

I assume you mean launched to Neptune, and not in Neptune. Only one spacecraft has ever visited Neptune, and that is Voyager 2 which passed by there in 1989.

Nobody did. Neptune's existence was predicted in the early 1800s and was discovered in 1846 by Johann Gottfried Galle. In 1989 Neptune was visited by the Voyager 2 space probe.
At current we have sent, or are sending, probes to all of the planets in our solar system. The probe Voyager has visited several planets, including Jupiter and Neptune, while Cassini is currently in orbit around Saturn.
