Do you have fuel, and spark. If yes, check dist. Line up rotor to # 1 firing at t.d.c. Check that on compression stroke. Need more info, send me a not on mesg. board.

Sensor should be replaced with a new one if this sensor is faulty the engine will not start! the sensor as a sacrificial pin which is fitted up to the timing gear, the pin determines the working gap (1.2mm) and is removed on start up.
The cubic capacity of an engine and the speed of the vehicle are different things. A boat fitted with an engine would not attain the same speed as a motorcycle fitted with a similar engine.

iF YOU HAVE FUEL IN THE TANK IT IS BECAUSE THE ENGINE IS FLOODED, TAKE OUT THE GLOW PLUG AND TURN THE CAR UPSIDE DOWN AND PULL THE PULLSTART WHICH WILL CAUSE ANY FUEL IN THE ENGINE TO COME OUT THE CYLINDER HEAD
Try and turn the Impreza engine over by hand. The engine could be locked up and not let the starter turn it over.
