The oil filter has a remote location. Look underneath between the radiator and fan. If the black plastic shield is still their it has a access hole, marked filter.

Check your starter, and all power connections.

Replace the fuel filter and if it still acts up have the fuel pressure tested. It should have 41 to 47 psi.

Was that the only code that caused you to replace it? Do you have it close enough to sense again.
Try checking your fuel filter and fuel injector. Either one may be clogged or need replacing. Also check O2 sensors as well.
I have a 1999 with 200,000 miles on it and still running strong.
You can but you still won't be able to get it out.
The fuel pump relay on that 92 Blazer with the 4.3 engine is located under the hood, on the firewall, drivers side, if there is more than one relay there, it's the one closest to the drivers fender.
