i see there is two possibilities here: a) you're just going through a pretty typical teenage stage where you feel the need to 'find your place in society' and so you could be merely comparing yourself against other guys.
There are societies in the past where social rank was based quite significantly on penis size; some nordic societies actually labelled men with impotency issues as women
it is natural to want to find your place in society, but using other guys' bodies to do so will only likely make it harder to find that place. there are many more important social cues that help to do that.
B) you're gay, and there is nothing wrong with that, and don't let anyone tell you any different. there is lots of current scientific evidence to suggest that people are born, not made gay. the question of 'decisions' is now being less respected. a man doesn't 'decide' to be tall/short, blonde/black-haired or straight/gay. if you're worried about religious backlashes, remember that The Bible for example, used to aslo say that it was appropriate to enslave blacks... and that's just abhorrent. most religious texts were written with 'law' that is designed to help the people of that time... eg) Muslims not eating pork has been traced to various contractable diseases that cross species lines from humans to pigs and back again.
so in summary, you're either trying to find your place in society or gay.
IN EITHER INSTANCE, what you are doing is normal. don't worry about it so much. live in the moment, and be cool yeah?

It's not bad being gay either don't be afraid of turning gay, if you like the look of that gender and like like that gender then you know if you are or not gay. To add to that - part of being 13 and looking at other guys could also just be being curious.
