NaHCO3 (sodium bicarbonate) is a salt that is made up from a cation from a strong base (sodium hydroxide) and an anion from a weak acid (carbonic acid - H2CO3) Note all salts with Na in it will dissovle completely following salt acid / base rules the 'weak' anion will try to revert back to its carbonic acid state because carbonic acid has a low equilibrium value (which is a complicated way of saying it likes being H2CO3 as opposed to HCO3-) in order to do so it will tear some water molecules apart producing hydroxide ions (OH-) which raises the pH of the blood by getting rid of some of the hydrogen ions in the blood that made it more acidic in the first place.
